Smudge painting is one of my favorite techniques, using Photoshop Elements to turn a photo, even a blurry, noisy, or badly lit photo into a lovely digital painting.

I like this technique. And, by using layers, we can fine-tune the effect with even more precision. Please accept my belated thanks, six years late (2011), for this tutorial.
