Remove And Restore Color For A Hand-Painted Look

A favorite effect is to make a photo appear hand-painted by removing all color and then either selectively restoring some of the colors to their original vivid hues, or replacing them with slight desaturation.

    When I click to the brush and in the mode: selection, it outlines with a dashed line. If I change the mode: mask, then it colors everything a solid color. I am not getting the return of normal color, even though I clicked x and it does toggle between black and white. How do I get the normal color to appear when using the brush?
