Would like to know how to put two shapes (cookie cutter shapes) on one page. Can’t find any info on your site for this.

I have tried and tried and tried, so aggrevating and have no idea what I am doing wrong. I do the control J to make a new layer. Then I go to the bottom corner and make a new layer. Then I drag the new layer under the top layer. It says to get the marque eclipse tool and start it outside the picture in the gray area. Mine will not start out there. I have tried and tried. I shrink the picture thinking that might help. I put the arch on the picture thru half of it by starting it on the picture, cuz I can’t get it there any other way. I fill it with white. I pull the picture down with the alt key pressed and then click it to join the two layers. My middle layer ALWAYS shrinks where the Marques arch is, once I join them. I also can’t move my photo over cuz it is cut on the arch and that whole section moves. I have done this first three steps about 30 or more times. It is laid out so easy why am I not getting this. I want to try it ahhhhhhhhhhhhhhhhh any help, is anyone out there yet to answer questions?
    Thank you Bonnie
