I’m using Elements 10 and I can’t get it to do when you are doing in this video. I follow along while trying it on my computer. What is the problem?

What am I doing wrong, please.

When I attempt this tutorial, I connect the first shape layer to the image above and the shape moves over the photo as it should, …….but when I duplicate the shape layer and connect it to the other layers then the photo moves within the shape ……. (and the shape does not move around any more).
